In every region and area which has a functioning western-style government, there are competing and overlapping Players on the scene. These Players show up regardless of the scale - rural counties to urban cities - just the number and clarity of Players might be in flux depending on scale. Sometimes the Players are all aligned, often they are not since interest and incentives are generally not aligned.
It’s helpful to think of the different type of players in two ways:
