Who are they?
These are the leaders of individual agencies and functional blocks of government - from the Department of Transportation to Police Chief to Animal Control. These are the people who lead the larger bureaucracies and can either be elected, appointed by the Executive, or non-partisan professionals. Their tenure is generally longer than the Executive and CoS, but not as long as Civic Practitioners.
